Head of household is Mary Scotchmer who was presumably related to Pamela Barker, nee Scotchmer, Phoebe’s grandmother. The 1871 census has Mary wife of John L Scotchmer, born circa 1838, bookmaker, born Hampton Court Surrey. No record of the birth of John L has been found thence no directed connection has been found to Pamela Scotchmer.

Although born in London in both 1901 & 1911 census Phoebe says she was born in Devon where he mother came from. Perhaps she was born in Devon but her birth was registered in London.
